I've been to Romania twice and most of the main roads in Slovakia are one the same level or a bit better than the main roads in Romania (Cluj-Napoca <-> Bucharest). But if you plan not to use motorways (otherwise you need a vignette), it's a big chance you will end up on a bad road I've googled that MH stand for "Mehedinți County", so maybe you know the roads from Deva to Oradea - so, similar bad roads you can find in Slovakia or Hungary.
